Current legislation allows Telstra to build a facility anywhere with or without the owner's consent.

The Industry Code ACIF C564:2004 Deployment of Mobile Phone Infrastructure states that a consultation plan should give adequate time for affected parties to consider and engage in meaningful dialogue on the project.
