Tower Protest


Current legislation allows Telstra to build a facility anywhere with or without the owner's consent.

The Industry Code ACIF C564:2004 Deployment of Mobile Phone Infrastructure states that a consultation plan should give adequate time for affected parties to consider and engage in meaningful dialogue on the project.

Aurecon sends initial information pack
Telstra's representatives, Aurecon, contacted owners of the units at 27 Gerler Street (also known as 32 Hebe Street).

The 15 page document begins with a formal letter of notification of Telstra's intent to construct a mobile telecommunications facility at 27 Gerler Street Bardon. The document contains 3 attachments:

Attachment A - Community Information Sheet
Attachment B - Contact details and legislative compliance
Attachment C - Summary of estimate EME levels

On page 3 the document contains a concept photograph of the before and after "visual impact" (below). Can you spot the difference?

4 Sep 2009   Aurecon sends letter to interested parties
Telstra's representatives, Aurecon, contacted owners and body corporate representative of the units at 27 Gerler Street (also known as 32 Hebe Street). Aurecon indicated that the proposed mobile telephone facility would go ahead. During previous negotiations, Telstra's representatives had offered financial assistance to unit owners if they signed the agreement. They indicated that if they didn't sign the agreement the facility would go ahead anyway. More info on tower proposal >
17 Sep 2009   Community Consulted
Telstra's representatives, Aurecon, distributed notifications on Aurecon letterhead addressed to "The Occupier". This looked like junk mail and was delivered just before school holidays when many families would be away from home. More info on tower proposal >
17 Sep 2009   Petitions started
A group of concerned residents made a petition form and started walking around the neighbourhood sharing information and collecting signatures. Around 1000 people have now signed petitions opposing the proposed facility. What can I do? >
19 Sep 2009   Public Meeting - 27 Gerler Street
A public meeting was organised at the site of the proposed facility to share information and collect petition signatures. News outlets - radio, newspaper and television followed the story. See the resulting media >

The closing date for written submissions to Telstra (c/- Aurecon) regarding the proposal was just a few days after most people heard about it! After many requests from community members, the closing date for written submissions was extended to 16th October 2009. More about the proposal >
8 Oct 2009   Public Meeting - Rainworth State School Hall
Following growing concern in the community another meeting was organised to share information. This was an opportunity for more people to take part, as the previous meeting was during the school holidays when many were away from home. 13 Oct 2009   Public Meeting - Rainworth State School Hall
This was supposed to be the "Telstra Community Consultation Meeting". At the meeting Telstra failed to answer most of the questions that were put to their "experts". The meeting was attended by many interested politicians including Andrew Fraser (State Member for Mount Coot-tha and Treasurer of Queensland), Michael Johnson (Federal Member for Ryan), Arch Bevis (Federal Member for Brisbane) and Peter Matic (Councillor for Toowong). 16 Oct 2009   New closing date for written submissions
The closing date for written submissions was extended from the original date of 22 September to 16th October 2009. Telstra (c/- Aurecon) will take into account all objection submissions made between 4 September and 16 October 2009. What can I do? >
20 Oct 2009   Michael Johnson speech in parliament - Bardon Telstra Mobile Phone Facility
During his speech in parliament Michael Johnson talks about attending the community meetings and what he calls a "David and Goliath" battle. He described Telstra's handling of the initial community consultation as "quite naughty". 21 Oct 2009   Michael Johnson speech in parliament - CONSTITUENCY STATEMENTS: Telstra
Michael again talks about attending the meetings at Rainworth State School and states that he was "deeply disappointed in Telstra’s behaviour at the meeting". He called on the federal government to "consider revisiting the relevant telecommunications legislation that might mandate that mobile phone facilities be placed a certain distance away from sensitive spots such as kindergartens and schools, hospitals, aged-care facilities and retirement homes." Rainworth State School P&C lodged a formal objection to Telstra's proposed mobile phone tower at 27 Gerler Street.
